ARK resolver of the EOSC CZ NRP biodiversity repositories.

Endpoints available:

• /resolve/${value} - resolves the ARK value part (without scheme and prefix=NAAN); this variant is registered at the ARK Allience
• /resolve?ark=${pid} - resolves the whole ARK PID
both with relevant health checks:
